It appears Glendale might be preparing to sell more city-owned land.

The city is considering what could be built on a city-owned land parcel near 91st and Orangewood avenues that in recent years has served as an auxiliary parking lot for Arizona Cardinals football games.

A City Council member said she expects a developer to build apartments on the high-profile corner near the city’s sports and entertainment district.

Sue Breding, a Glendale spokeswoman, said the city couldn’t comment on whether it’s negotiating a deal on the land, or whether the city has publicly sought proposals from potential buyers, as many cities do to add transparency to city land sales.

However, many signs — including a potential recent executive session on the topic and an outstanding rezoning request — suggest a sale could be brought before the council.

The Glendale City Council drew criticism recently after it sold a downtown building for much less than it originally paid for the property after negotiating the deal in private.

The parking lot that might be in play now, known as the “Brown Lot,” is no longer used for Cardinals games since the city built a new lot closer to the stadium this summer.

Councilman calls for transparency

“If the property is in play,” Glendale Councilman Bart Turner said, “my hope is that the process would be transparent and open to offers from all parties that might be interested in purchasing it.”

After the vote to approve the land sale for the downtown building, Councilman Jamie Aldama told The Republic he did more research and regretted his vote.

Aldama is calling for the city to create a formal policy on how it sells city-owned land. City Manager Kevin Phelps has said sales should be determined differently for each piece of land, depending on what’s best for the city in the long term.

At a city work session last week, Aldama requested to meet with staff to craft a new policy to make a more public process.

“I will work diligently to get it created and get it passed, and I think it will be more transparent,” Aldama told The Republic.

The request comes as the city is getting better organized about what land it owns and what to do with it. Glendale hired a real-estate manager in January and provided the council with a list of all city-owned property, which includes about 600 parcels, in August.

At a workshop next week, the council will receive a presentation about the city’s research on the properties, which includes a list of underused city properties.

The Brown Lot is on the list, which the council will be asked to review and provide guidance on how to proceed.

It’s unclear whether the majority of the council would be interested in Aldama’s proposal, though.

Glendale Mayor Jerry Weiers later told The Republic that the city already has a formal process for selling land, which it followed it when approving the downtown land sale last month.

Asked for specifics on that process, Weiers said the council discussed the sale during a closed-door executive session. He didn’t elaborate further.

Weiers said he sees no problem with the city’s process now, but he would consider a proposal for a policy.

“Anytime we can make something better, or more transparent for the people in the city, we will do that,” he said. “We are here to serve, that’s our job.”
