Mesa City Council gave the green light Monday evening to a new industrial business park proposed for about 50 acres south of U.S. 60.

Developer Hines will look to build the Baseline Technology Park — an eight-building park that will total more than 650,000 square feet. According to a presentation at Monday’s city council meeting, the park is estimated to bring in 1,500-1,900 new jobs from possible tenants in pharmaceutical, medical, food and grocery, apparel and building and construction supplies.
The Baseline Technology Park will be located near Inverness Avenue and Sunview, just to the south of U.S. 60.

The land is currently owned by VHS Acquisition Subsidiary Number 11 Inc., which has owned the site since 2005, according to the Maricopa County Assessor’s Office. That entity is connected to Dallas-based Tenet Healthcare Corp. and its entity Abrazo Health. Now that the development agreement and rezoning have been approved, Hines will look to purchase the roughly 50 acres from Abrazo Health, said Courtney Schneider, Hines’ director of industrial development in Arizona and Colorado.
While a date for starting construction isn’t finalized, Schneider said Hines looks to get going by late summer or early fall in 2023. Hines will build the park in two phases, starting with three large buildings on the north end of the site that range between 126,800 and 136,582, according to documents submitted to the city of Mesa. The Houston-based developer will need to close on the acquisition of land before starting construction, Schneider said.
She added Abrazo Health is being represented by brokerage firm Transwestern in the deal to sell the land to Hines. Hines will task Cushman & Wakefield’s brokerage team of Mike Haenel, Andy Markham and Phil Haenel to be the listing brokers for Baseline Technology Park.
Ware Malcomb will be the project’s architect and civil engineer. A general contractor has not been selected as of Tuesday. Pew & Lake PLC is the land-use attorney.
Schneider said Baseline Technology Park has been in the works since July 2021 when Hines filed a pre-application for the project.

The Mesa Planning and Zoning Board recommended approval to rezone the property to light industrial and of its preliminary plan in October 2022.
Currently, this is the only industrial project in the works for Hines in the Phoenix metro. Hines developed the 1.25 million-square-foot G303 facility in Glendale near Luke Air Force Base. G303 is fully leased to mattress and memory foam product manufacturer MLILY USA.
The land is located to the west of A.T. Still University and east of Banner Gateway Medical Center.
The southeast Valley had more than 13.7 million square feet of industrial space under construction and a 4.6% direct vacancy rate, according to data from Cushman & Wakefield’s Q4 industrial report.
