A luxury apartment complex beginning construction in downtown Phoenix will incorporate a 75-year-old former medical office building on the site.
Atlanta-based developer Hatteras Sky began construction on its first development in the Phoenix area, a 23-story apartment tower that will include street-level retail near First Avenue and McKinley Street.
The $184 million project will include 389 units, and is named “Saiya,” a Hindi name meaning “shadow,” the developer said.

Restaurant, bar likely in old building
Oz Friedmann, principal and managing director for Hatteras Sky, said the company focuses on urban infill projects. The downtown Phoenix site was especially attractive because of the preservation and adaptive reuse opportunity of the building on the site, originally called the McKinley Club.
The building, which is now vacant, will likely be repurposed as a restaurant and bar, Friedmann said. So far, no tenants have signed leases for the location or any of the other retail space that will be included in the development.
The McKinley Club was built in 1947 as a medical center for Drs. H.D. Ketcherside and Joseph Bank, and six other physicians, according to city documents.
“Learning more about the McKinley Club building, the preservation was something we wanted to do,” Friedmann said. “The building has great character, great bones. We thought we could do something really unique and creative.”
Restaurant owners and operators want to see progress on a development before leasing space, Friedmann said, but the company is hoping to attract businesses that will complement what already exists in the Roosevelt Row Arts District.
“We want to put something unique and cool as an amenity,” Friedmann said. “A lot of really neat and cool food and beverage places have popped up in the area.”
First phase to open in 2024
The first phase of the development, which will include some of the apartment units, is expected to open in summer 2024. Friedmann said it is too early to know how many units will be complete in the first phase. The remainder of the project will open in winter 2025.
The apartment will be a luxury development catering to young professionals, Friedmann said, noting it is too early to know what the asking rents will be. The average apartment rent in downtown Phoenix is $2,130, according to RentCafe data.
Projects opting to incorporate old buildings
Incorporating an existing building into a new development has become a popular technique in downtown Phoenix, and around the Valley. In the Warehouse District in south downtown, a developer is reusing an old warehouse building as a lobby and bar area for a Home2 Suites hotel near Jackson and First streets.
Nearby, also on Jackson and First streets, the Fairmont Hotel and Residences Phoenix is under construction. The development will incorporate portions of the former Arizona Hardware Company Warehouse building, which had been designated historic. As part of the development, the historic designation was removed and the project removed one of the walls and roof of the building, and the new tower is being constructed on the same site, inside the shell of the old building. The project will include 225 hotel rooms, including 34 suites, and 151 Fairmont-branded for-sale condo units and is slated to open in 2025.
