Industrial development is being proposed for more than 1,300 acres of farmland in the West Valley.

The massive property is located along MC85 between Dean Road and Jack Rabbit Trail on the south side of Interstate 10 in the Buckeye area, a suburb southwest of Phoenix that’s slated for massive industrial growth over the next decade.

The landowner is looking to redesignate the mostly unincorporated county land from neighborhood to industrial use in Buckeye’s general plan, which guides the city’s growth and is required by state law.

Documents submitted to Buckeye list the owner as TGV Investments LLC, Resco Nexgen LLC and Rexco Trust, which are connected to longtime dairy farmer Grand View Dairy and Terry Klinger.

City documents said the changes could provide a large site for a major manufacturer without having to negotiate with multiple landowners to assemble a property. The site also has frontage along the Union Pacific rail line and is adjacent to the planned State Route 30, which would connect State Route 85 to Interstate 17.

Changing the land use to industrial will also support the city’s goal to increase jobs and tax revenue to balance the large number of homes in Buckeye, documents submitted to the city said.

“Because large, undeveloped, rail-served properties are increasingly rare in the Phoenix area, the new employment designation for the property will position Buckeye to compete regionally and nationally for a wider range of industrial and light manufacturing employers,” documents said.

In addition, documents submitted to the city said the adjacent Buckeye Canal could be a potential water source, while the site is located near several substations.

Buckeye’s planning commission is scheduled to hear the case at an April 26 meeting. The commission will vote on the application on May 10, while Buckeye City Council is expected to hold a final vote on May 17.

This 1,300-acre site is one of two of the largest properties in recent months the city has considered redesignating for industrial uses. In February, Buckeye started the process to designate thousands of additional acres for industrial growth along SR 85, which the city envisions as a major employment corridor.

The planning commission will hold a hearing on the SR 85 case at the April 26 meeting. The city is also looking to grow the area on and around its airport as a major industrial and commercial center.

A 60-day review period of the case resulted in a response from Liberty Elementary School District 25, which is located southeast of the property. The letter said it was concerned about the reduction of planned housing north of the Liberty Elementary School.

“The school was rebuilt based on information about planned use. This would adversely impact the enrollment at the school,” the response said. “There could be concerns about what is built on the north side of Fremont with traffic and visibility.”
