Asking Rents Have Moved Sideways Over the Past Five Months

In some ways, Phoenix apartment owners and operators are playing with house money. Though topline rents were declining through the back half of last year, the aggressive growth seen in 2021 and early 2022 means average rent levels are 10% above where they would have been assuming a pre-COVID rate of growth.

Multifamily demand surged in the quarters following the onset of the pandemic, as trillions of dollars of stimulus, a rapid labor market recovery and healthy demographic tailwinds supercharged renter demand in Phoenix. These factors drove an unprecedented upswing in rent growth, peaking at over 20% in the third quarter of 2021.

Last year, however, the market swung from one extreme to another as high inflation and economic uncertainty caused a near evaporation of renter demand. At the same time, developers completed the most new units since the 1980s, an imbalance that sent vacancies skyward. As a result, rents declined quickly in the year’s final six months, finishing 2022 with the first year-over-year decrease in over a decade.

Multifamily performance has shown cautious signs of optimism through the first five months of 2023. Net absorption, or the net change in units occupied over a given period, was unexpectedly strong in the opening quarter of 2023, causing vacancy to remain flat for the first time in six quarters. Similarly, CoStar’s average daily rent series showed a bottoming out of rents, stemming the tide of further declines.

Multifamily owners who participated in the robust rent growth in the two years following the onset of the pandemic are still out ahead of the historical trend despite being forced to relinquish some of those gains over the past 12 months. Average rents went up more than 25% from the fourth quarter of 2019 to the first quarter of 2023, one of the strongest 13-quarter gains on record.

Although vacancy is expected to rise further in 2023 amid continued supply-side pressure, rents have remained remarkably sturdy, and there is optimism that the worst is over. Potential downside risks to the forecast include a worse-than-expected economic slowdown, which could cause revenues to deteriorate.
