The north Peoria mega-development of Vistancia has turned empty desert into a resort-like village over the past 20 years, mostly with thousands of single-family homes. But it will soon get something more: a traditional main street.

It’s the final piece of the Vistancia master-planned community, with construction starting next year. When complete, the commercial core will have restaurants and shops, a hotel, office buildings and about 1,500 luxury apartment units.

The 7,100-acre Vistancia community is divided into five “lifestyle communities,” four of which are resort-style single-family home neighborhoods with high-end amenities like golf courses, community pools, walking trail, parks and recreation facilities.

The commercial core, called Five North, is the last at the community, located near Loop 303 and Lone Mountain Parkway.

“This fifth and final lifestyle community has had to wait a long time,” Mark Hammons, general manager of Vistancia, said. “It was always planned for it, and we were fortunate that we were able to not do anything to disrupt the overall vision.”

Most of the development in Vistancia so far is heavily skewed toward single-family homes. Over 8,000 houses have already sold in Vistancia, and sales have started in the second phase of the Northpointe community — the northernmost and most mountainous piece of the development — with about 469 lots available.

Vistancia has some neighborhood service-scale commercial development, including a shopping center anchored by a Safeway. Barclay Group will also develop a Fry’s Marketplace-anchored center at El Mirage Road and Lone Mountain Parkway.

Five North will be the most significant commercial development in Vistancia and the surrounding area of north Peoria, totaling about 4 million square feet of buildings.

Vistancia’s ownership and development team did a study on what was needed and desired in the area, including a survey of residents who live there.

“This creates the balance of the community,” Hammons said. “We were missing the opportunity to allow residents to have some of the great restaurants, and it diversifies the housing stock.”

Dining options in demand in West Valley

West Valley residents have longed for some of the high-end restaurants that exist in some of the other areas of the Valley, like Scottsdale or the Arcadia neighborhood of Phoenix. The new offerings in the commercial core will give residents more dining options closer to home, both for those who live in Vistancia and the public. No restaurant brands are yet announced, but Hammons said they will name specific restaurants soon.

“The demand is here, but we needed the critical mass,” Hammons said. Outside of the Vistancia projects, the surrounding area could support the development of 15,000 to 20,000 single-family homes, according to Hammons and land use plans for the area.

“The way the northwest part of Peoria is growing, it’s growing all around Vistancia,” he said.

The zoning on the site was approved with the master plan about 20 years ago, Hammons said, so the new projects will avoid that process. Water and other utility infrastructure on the site were also built in the early stages of development in Vistancia.

First phase to include apartments, restaurants

The development will go up in phases, starting with the street dividing the restaurant and retail “main street” from the remainder of the site. Some of the restaurants, along with apartment buildings, should start construction first. Vistancia Development LLC, the master developer of Vistancia, will create a joint venture with a developer on the first phase of the retail portion, but will sell most of the remaining pieces for development.

Medium and high-density luxury apartments will go on the western side of the 320-acre site, creating a “density transition” that will move from residential uses to employment uses like office buildings on the eastern portion.

Hammons said companies and office brokers have already asked about locations in the office portion. Vistancia is about 10 miles from where Taiwan Semiconductor Manufacturing Co. is building its $40 billion fabrication facility, and many of the companies asking about Five North are semiconductor industry suppliers, he said.
