Sunshine and mild winters aren’t all it takes to be among the best states, it seems.

A new report and ranking from U.S. News & World places Arizona at the lower end of the best states in the country. Arizona landed at No. 34.

The ranking measures how citizens experience their state, based on more than 10,000 data points and 68 different metrics compiled into seven categories: health care, education, infrastructure, crime & corrections, opportunity, economy, and government.

Arizona fared the best with infrastructure, ranking No. 12. The state also fared respectably in the economy category, where it ranked No. 19.

Arizona did the worst in crime & corrections, where it landed at No. 39. Arizona’s rankings for the remaining categories were: health care: No. 28, education: No. 43, opportunity: No. 33, and government: No. 26.

Massachusetts topped the list, ranking well in health care and education as well as economy.

In addition to Massachusetts, the top 10 states included a variety of regions and parts of the country, from the East Coast to the West Coast and Midwestern states.

Southern states generally performed the poorest in the rankings, with Louisiana ranked as the worst state overall, followed by Mississippi, Arkansas, Alabama, New Mexico and South Carolina.

Best known for its college rankings, the Best State rankings is a new effort for U.S. News & World Report. The rankings were compiled by consultant McKinsey and Co., relying on a bevy of government and other data, measuring everything from high school graduation rates to violent crime rates to commute times.
