Arizona’s largest land owner open for business again

Arizona’s largest land owner is open for business again and working deals across metro Phoenix.

Not that the Arizona State Land Department was ever closed, but … it had its struggles. During the real estate crash, it had to take back some parcels from developers who weren’t paying and scale back its sales because of falling land prices.

Land Department Commissoner Vanessa Hickman made it clear Wednesday at the annual Urban Land Arizona trends conference that the state agency is aggressively marketing and selling land for top dollar.

“We recently had our first residential sale since 2007, and the first competitive bidding on a residential parcel in eight years,” she told the group of 900 people.

The state agency reported earnings of $385 million in 2013, up from a decade low of $150 million in 2010 during the market crash.

Home builder Taylor Morrison’s late 2013 purchase of almost 106 acres of state land in north Phoenix’s Desert Ridge community was the first land sale to draw competitive bids since 2007. The builder is paying $28.1 million for the site on the southwest corner of Tatum Boulevard and Pinnacle Peak Road in Phoenix.

Hickman said about 10,000 acres of state land, for residential and commercial uses, are in the pipeline to be sold or leased.

She said besides Desert Ridge, bidders are currently interested in Arizona-owned parcels in the northwest Valley, from Peoria east to Interstate 17; in the southeast Valley in the community formerly known as Portales; and in the huge Pinal County parcel known as Superstition Vistas.

The Land Department manages about 9.2 million acres granted to Arizona by the federal government more than 100 years ago. The revenue from land sales and leases goes primarily to the state’s K-12 education system. The state agency must sell to the highest bidder.
