A 760-unit apartment complex that is expected to replace surface parking lots and the shuttered Costco Auto Center will be the first new development of the decadeslong redevelopment effort at Christown Spectrum Shopping Center in Phoenix.

Kimco Realty, the owner of the center, submitted plans to the city to redevelop 12.5 acres of land, most of which is used for parking lots, and razing the former Costco Auto Center and gas pumps to make way for a new apartment development. The plan is part of a larger vision to reimagine the mall, which Kimco executives said will likely take 20 to 25 years to execute.

Christown Spectrum, located at 19th Avenue and Bethany Home Road, includes about 1 million square feet of retail and commercial space. The redevelopment plan incorporates much of the existing retail space, as many of the tenants still have long-term leases in place. Large tenants at the mall include Ross Dress for Less, Walmart and Walgreens. American Furniture Warehouse opened a location in the former Costco space after the warehouse store vacated its space in 2020. Target owns its location at the mall.

“Christown Spectrum will remain a viable and solid retail component of any future master (or) mixed-use plan during the overall redevelopment process,” Michael Strahs, vice president of development for Kimco, said in an email. “We expect the first building to be sited where the Costco gas pumps and tire facility were located, so no existing tenants will be impacted. We see the rezoning to the walkable urban zoning designation as the first major step toward a larger transformation over time.”

The city’s planning commission is expected to discuss the rezoning for the apartment complex at its meeting on April 13. The development is located on the southeast corner of the mall site.

The City Council will also have to vote on the rezoning, and the process is expected to last into May or June, Strahs said. After that, Kimco can begin the first piece of the redevelopment. The first pieces of the redevelopment, including the 12.5-acre piece are expected to be predominantly apartments, which will complement and benefit from the existing retail and restaurants on the site, he said.

Several neighborhood groups wrote to the city voicing support for the project. Representatives from the Pasadena Neighborhood Association called the new development “exactly the type of redevelopment our area needs to take a step forward.”

Multi-phased buildout planned at Christown Spectrum

The overall plans are multi-phased and include apartments, a pedestrian plaza, commercial space, retail, offices and entertainment.

“The rezoning of this 12 acres is a beneficial first step that provides an immediate opportunity for development while the bigger picture discussion continues,” Strahs said.

The overall additions proposed for the shopping center are primarily apartments, according to plans submitted to the city. In total, more than 2,400 apartment units are included in the plan at full buildout. Much of the new development is planned for spaces that are currently parking lots, but the full redevelopment plan does call for demolishing pieces of the existing mall to create a new spine street through the center of the project, running parallel with 19th Avenue. Site plans show that street will be eventually lined with small-scale retail and a cinema or other entertainment space.
