Semiconductor giant Intel officially broke ground Friday on two new factories in Chandler that will represent the largest private investment ever in Arizona at a time when chip suppliers are struggling to meet demand worldwide.

The two new factories, or fabs, will complement four existing ones on Intel’s 700-acre Ocotillo campus and collectively will mark the company’s largest manufacturing complex anywhere in the world. The additional $20 billion Intel plans to spend will bring the company’s total Arizona investment over the past four decades to more than $50 billion.
Gov. Doug Ducey called the groundbreaking a “monumental event” that is transforming Arizona into the “best place in the world for advanced manufacturing,” with an $8.6 billion economic impact for the state.
Semiconductors — the increasingly small brains that help power everything from cellphones and computers to automobiles and appliances — have faced recent supply constraints that stem partly from COVID-19 disruptions.
“Today’s announcement is part of closing that gap,” said Pat Gelsinger, CEO of Intel, which is headquartered in Santa Clara, California.
“What aspect of your life is not being increasingly driven by digital transformation?” he asked of about 100 politicians, Intel employees, media representatives and others in attendance. “Everything digital runs on semiconductors.”
The technology has advanced so much that “millions of chips can fit on the size of your fingernail,” Gelsinger said.
The groundbreaking ceremony was held on a morning when a haboob moved through the southeast Valley, obscuring some structures on the Chandler campus.
“We’re literally blown away by the size and scope of what’s happening here,” quipped Chandler Mayor Kevin Hartke.
The groundbreaking came six months after Intel officially announced the investment on another blustery day in March. The fabs are scheduled for completion in about three years.

Federal assistance sought
In addition to providing extra capacity, the two new plants will feature cutting-edge technology and help bolster a domestic chip industry that has lost market share to foreign competitors.
Gelsinger praised Senate passage of the U.S. Innovation and Competition Act, a $200 billion package that addresses a range of technological, scientific and trade issues and includes about $50 billion to bolster the domestic semiconductor industry. The bill awaits action in the House of Representatives.
He said advanced domestic chipmaking capacity and capabilities are critical for economic growth and national security. Intel supports government investments in advanced semiconductor manufacturing to level the competitive playing field.
ntel, which already employs about 12,000 people in Arizona, will add another 3,000 or so when the factories, named Fabs 52 and 62, are finished and fully operational in 2024. In the meantime, the investments will support around 3,000 construction jobs.
Intel ranked as the 12th-largest Arizona employer in this year’s Republic 100 report and the second biggest manufacturer, after Raytheon in Tucson.

The company pledged the new factories would operate in a sustainable fashion. Gelsinger said Intel purchases renewable energy for its entire electric needs at Ocotillo, and the existing facilities there last year returned and restored about 95% of the fresh water used in manufacturing.
